Cebu City government issues new set of COVID-19 health measures

Cebu City mayor Edgar Labella on Saturday signed Executive Order No. 88, detailing COVID-19 health measures ahead of the implementation of general community quarantine status in the city on Sunday.

Based on the EO 88 that Labella posted on Facebook, stay-at-home order is maintained. Only movement for accessing basic necessities and working in permitted offices are allowed.

Only one member of the family with a government-issued quarantine pass will be allowed to access these goods and services.

Those who 21 years old and below, as well as  60 years old and above are not allowed outside of residence.

Frontliners, authorized government officials and employees, delivery personnel, accredited media, farmers, fisher folk, and agriculture business runners are exempted from the stay-at-home order.

Those who need medical attention and one companion are also exempted.

Non-contact sport activities  such as walking, jogging, running, biking, golf, swimming, tennis, badminton, equestrian, range shooting, and skateboarding are allowed.

Government offices can operate at 100 percent capacity or through alternative work arrangements.

International organizations and diplomatic missions can operate at 50 percent capacity, but the local government encouraged them to implement alternative work arrangements as well.

The following businesses are allowed to operate at full capacity in the city amid the GCQ status:

  • Agriculture, Forestry, Fisheries
  • Manufacturing of essential goods
  • Essential retail
  • Food preparation (in takeout and delivery services until 11 p.m.)
  • Laundry
  • Public and private hospitals
  • Logistics service providers (until 1 a.m.)
  • Delivery and courier services
  • Water supply and sanitation
  • Repair and maintenance of machinery
  • Telecommunications
  • Energy and power companies
  • Gasoline stations
  • Airline and aircraft maintenance, pilot, crew
  • Construction projects that are essential
  • Manufacturing of construction materials
  • Printing presses
  • Media establishments
  • Mining, quarrying (export-oriented)
  • Electronic commerce companies
  • Postal, courier, and delivery services
  • Real estate and housing
  • Veterinary services
  • Security and investigation
  • Funeral, embalming services
  • Banks and money transfers
  • Capital markets like BSP
  • Rental and leasing activities
  • Employment activities
  • Mall-based government frontline  services

Businesses allowed to operate from 50 percent to full capacity include:

  • Mining and quarrying (domestic)
  • Office administrative and office support
  • Also, the following are the businesses allowed to operate at 50 percent capacity:
  • Other financial services like money exchange and insurance
  • Legal and accounting
  • Management and consultancy services
  • Architecture and engineering services
  • Scientific research and development
  • Computer programming
  • Publishing and printing services
  • Film, music, and television production
  • Recruitment and placement agencies for overseas employment
  • Wholesale and retail trade of motor vehicles, motorcycles, bicycles, and their parts and components
  • Repair of vehicles
  • Dining, restaurants (until 11 p.m.)
  • Malls and commercial centers
  • Non-leisure whole sale and retail like hardware and clothing stores
  • All other construction services
  • Barber shops and salons

Meanwhile, only 30 percent of capacity are allowed for the following businesses:

  • Establishment offering personal care and aesthetic procedures
  • Gyms and fitness studios  for individual workouts only
  • Sports facilities
  • Testing and tutorial centers (maximum of 10 persons)
  • Review centers for health profession
  • Internet cafe for educational purposes
  • Drive-in cinemas
  • Pet grooming

Hotels are not allowed unless the guests have existing booking accommodation for foreigners as  of May 1 or the guests  have a long term booking.

Distressed and stranded overseas Filipino workers are allowed for the accommodation, as well as healthcare workers and employees from exempted establishments.

The following are still prohibited in the city:

  • Language, driving, dance , acting, voice schools
  • Entertainment industries, traditional theaters and cinemas
  • Libraries, archives, museum, cultural centers
  • Travel agencies, but skeleton work force is allowed for processing refunds
  • Full body massage
  • Tattoo and body piercing
  • Live events
