Cebu City implements parental-supervised household lockdown through Oplan Puyo

Cebu City has implemented a parental supervised household lockdown as part of the "Oplan Puyo" or stricter health protocols amid the threat of the Delta and Lambda COVID-19 variants in the city, acting Mayor Michael Rama said Tuesday.

Interviewed at the Laging Handa public briefing, Rama said the Oplan Puyo, or Executive Order 137, enforces the mandatory stay at home order (MSAO).

"With that, we can easily address... this concern of our Delta and this coming Lambda [variant]. It is... something that has to be addressed on the community movement," he said.

Parental authority is urged in the implementation of Oplan Puyo.

"In the family itself, parental authority should be exercised," Rama said.

"When it comes to the sitio, the barangay captain, if the situation warrants, with the emergency operation center also being coordinated and the mayor's office, they can even institute the so-called sitio lockdown," he added.

According to a report by Nikko Sereno of GMA Regional TV Cebu on Unang Balita on Tuesday, 700 police personnel, Army troops and other force multipliers were deployed in Cebu City amid the continuing rise of COVID-19 cases in the city.

"We are prohibiting outdoor exercises including jogging, biking. But if bicycle is used as a mode of transportation by essential workers, that is allowed," said Police Colonel Wilbert Parilla, deputy director for operations of the Cebu City Police Office.
