Archival, Osmeña win mayor and vice mayor positions in Cebu City

Nestor Archival and Tommy Osmeña have been named Cebu City’s mayor and vice mayor, respectively.

The Board of Canvassers received results from 100% of the precincts on Tuesday morning. The announcements were made at the Social Hall of the Cebu City Hall Legislative Building and livestreamed on the Cebu City Public Information Office Facebook page.

Archival won with 256,197 votes, it was announced.

According to data on the GMA News Eleksyon 2025 microsite, incumbent Cebu City mayor Atty. Raymond Alvin Garcia received 134,404 votes while Mike Rama has 90,916. Its last update was 8:02 a.m. on Tuesday.

Garcia conceded late Monday night.

“One of the biggest blessings I have received in life is having been given the opportunity to serve the City of Cebu,” Garcia said in a Facebook post. “Service to the people, however, takes on many forms and being your mayor is just one of them.”

He added, “We fought a good fight but, in the end, it is the people who make the final judgement.”

He then congratulated Archival and Osmena, and thanked his supporters.

Garcia also said, “I shall spend the next weeks ensuring a smooth transition to the incoming administration, even as we make good on the projects we’ve already lined up.”

Yogi Ruiz, who came in fourth with 27,306 votes, also conceded on Monday night.

“Let me congratulate mayor-elect Nestor Archival. Congratulations pre and may our fellow Cebuanos support our new mayor,” he said on Facebook. “Our city needs to heal and move forward towards progress. Rest assured of my unwavering support to attain a better and safer Cebu City.”

He then thanked his fellow Partido Cebuano candidates, supporters, campaign team, and family for the trust and love.

“The memories we built during this campaign will forever be with me. We fought a clean and fair fight. Stay safe my loves,” he said.

“This is your Dodong Yogi signing off temporarily. God bless us all.”

Meanwhile, Osmeña garnered 233,906 votes, it was announced.

Osmeña accepted the win ahead of the proclamation on Monday night.

“Believe it or not, the real hard part is coming. Now it lies upon Nestor and myself to fulfill the duty entrusted to us; to show that BOPK makes not empty promises, but guarantees,” he said.

“It will be hard, it will be tiring, but it will be done. We—together with everyone invested in our beautiful City—will make Cebu City #1 again!” Osmeña added.

Dondon Hontiveros followed him with 145,238 votes and Joey Daluz with 111,318, according to the the GMA News Election microsite.

Hontiveros conceded and congratulated Osmeña “on his well-earned victory.” He also congratulated Archival and other elected candidates.

“The people of Cebu City have spoken, and we fully respect and honor their decision,” Hontiveros said.

“I wish you all the best as you embark on this new chapter of public service, leading with dedication and vision for our beloved city,” he said.

“May your leadership bring unity, progress, and meaningful change for every Cebuano,” Hontiveros added. “I hope this new mandate will be a time of healing for Cebu City — a chance for us to rise above differences and work together for the greater good.” —AOL, GMA Integrated News
