Flyover in Pavia, Iloilo needs P285 million more, says DPWH 6

A flyover in Pavia, Iloilo needs additional P285 million to get completed.

During the session of the Sangguniang Bayan (Municipal Council) of Pavia, Iloilo on Monday, September 29, 2025, SB members asked Engr. Jose Al Fruto, assistant regional director of the Department of Public Works and Highways (DPWH) 6 to clarify the status of Aganan Flyover.

Fruto replied that DPWH 6 targets completion of the flyover before 2026 ends. However, the completion is uncertain because the project needs P285 million for the jet grouting and road widening in the area.

"Granting that the funds will be available by next year under the 2026 GAA [General Appropriations Act], then we could start early procurement and could start the actual construction by, specifically, February or March,” Fruto said.

Of the 23 posts, only three have funds for jet grouting. These are piers 6, 7, and 8.

Following Fruto’s answer, the Council mulled on submitting a resolution to the Senate Blue Ribbon Committee that calls for an investigation on the project.

The Council cited that persons behind the construction of Aganan and Ungka flyovers deemed “palpak” (failed) projects must be held accountable.

The Council will also appeal for funding from the national government for the completion of Aganan Flyover.

“Appeal na at least, ma-budgetan upang matapos at makasuhan talaga kung sino dapat kasuhan, kung bakit ganito ang nangyari sa dalawang flyover. Hindi lang isa, Ungka at Aganan talaga,” said Pavia Vice Mayor Edsel Gerochi.

As of this writing, the completion rate of Aganan Flyover is marked "81 percent," according to the DPWH. But the Council pointed out that by ocular inspection one would determine there is plenty of work to be done yet on the project.

DPWH 6 stalled works on the project in 2022 after construction began in 2019. Data on seismic test done by DPWH 6 and its consultant, UTCP, did not reportedly match.

Should additional funds worth P285 million be made available, the project would already cost over P1 billion. GMA Regional TV
