19 reported dead in Central Visayas amid Typhoon Tino — OCD

The Office of Civil Defense (OCD) in Central Visayas said Tuesday afternoon it was validating reports of 19 deaths in the region amid the onslaught of Typhoon Tino.

Speaking to Super Radyo dzBB, OCD Central Visayas Director Joel Erestain said the reported fatalities were in Danao and Mandaue cities in Cebu province, with four and six deaths, respectively; Cebu City with eight; and Panglao in Bohol with one.

Among the causes of their deaths were drowning and being struck by a fallen tree.

Erestain added that the fatalities' ages ranged from one to over 60 years old.

Meanwhile, seven individuals have been reported as missing.

Erestain said one of them was reported in Danao City, another in Mandaue, and five in Cebu City.

He said the five individuals in Cebu City were reported missing after the Butuanon River swelled and caused massive flooding in Villa del Rio 1, Barangay Bacayan.

"Mataas 'yung Villa del Rio 1 kaya hindi nila ine-expect na babahain sila dahil upstream 'yun," Erestain said, confirming that a flash flood occurred.

(Villa del Rio 1 is located in an upstream area so residents did not expect the flooding.)

He added that according to initial reports, residents of Villa del Rio 1 endured high-level flooding after a retaining wall collapsed.

Residents started returning to their homes after the flood subsided in some areas.

A viral video clip showed several vehicles in Villa del Rio 1 on top of each other, damaged, and turned upside down due to the flooding.   

Based on state weather bureau PAGASA's 2 p.m. weather bulletin, four areas are under Tropical Cyclone Warning Signal No. 4 as Tino further weakened and decelerated over the Iloilo Strait. — VDV, GMA Integrated News
