Makeshift facility in Dagupan blast operated without permit

The Philippine National Police (PNP) said the makeshift facility in a residential area that exploded in Barangay Bacayao Norte, Dagupan City that killed two people and injured four others operated without permits, as it ordered a thorough investigation into the incident.

“The makeshift facility was located in a residential area and operated without permits, as confirmed by Dagupan City Police and the Regional Civil Security Unit,” the PNP said in a statement released on Saturday.

Following this, acting chief Police Lieutenant General Jose Melencio Nartatez Jr. said he had already ordered a probe on the incident.

“Police Lieutenant General Nartatez said he ordered a thorough investigation into the Dagupan explosion to establish accountability and ensure that those behind the illegal operation are charged,” said Nartatez.

The PNP stressed the grave dangers brought by illegal firecracker factories operating in residential communities.

“The incident was the recent of the same tragedies, and only highlighted anew the danger of setting illegal firecracker factories. We are deeply saddened by this tragic incident, especially since it happened on Christmas Day when families should be celebrating together,” Nartatez said.

Nartatez said the PNP has consistently warned against the manufacture and sale of illegal firecrackers, particularly during the holiday season.

“Matagal na pong nagbabala ang PNP na ang iligal na paggawa ng paputok ay hindi lang labag sa batas kundi direktang banta sa buhay ng mga tao. Unfortunately, this incident shows the deadly consequences when the law is ignored,” he said.

(The PNP has long warned that the illegal production of fireworks is not only against the law but also a direct threat to people's lives.)

Nartatez gave a warning to individuals who continue to engage in illegal firecracker manufacturing and selling despite repeated police advisories that they will be punished once caught.

“We appeal to our kababayan (country) to help us in putting a stop to this illegal and irresponsible practice. Let us work together to keep our family and community safe,” Nartatez said.

“Sa mga patuloy pa ring gumagawa at nagbebenta ng iligal na paputok, this incident should serve as a wake-up call. Hindi lang kayo lumalabag sa batas, you are putting innocent lives at risk,” he added.
