PNP: 54 police officers face criminal raps over Basilan hazing


The Philippine National Police (PNP) on Wednesday said a total of 54 police officers are now facing criminal complaints for allegedly hazing newly deployed cops in Lamitan, Basilan.

“From the initial 12 implicated cops at the Prosecutor's Office, the number has increased to 54 as the investigation continues,” PNP spokesperson Police Brigadier General Randulf Tuaño said during a press briefing.

The complaints were filed under Section 14, Paragraphs (b) and (c) of the Anti-Hazing Act of 2018.

Paragraph (b) covers:

  • Those who planned or actively participated in the hazing;
  • Officers of the fraternity, sorority, or organization who were present during the hazing;
  • Advisers who failed to act while hazing occurred;
  • Former officers, nonresident members, or alumni who were present;
  • Members who knowingly cooperated in carrying out the hazing; and
  • Members who were present while intoxicated or under the influence of alcohol or illegal drugs.

A total of 13 police officers are implicated under Paragraph (b), including a colonel, a major, five corporals, and six patrolmen. If found guilty, they may face reclusion perpetua and a fine of P2 million.

Paragraph (c) applies to all persons present during the hazing.

A total of 41 police officers are implicated under Paragraph (c), including four captains, two corporals, and 35 patrolmen. Conviction may carry a penalty of reclusion temporal at its maximum period and a fine of P1 million.

The alleged hazing occurred on January 5 during the “welcome rites” for newly deployed officers in Lamitan. A video circulating online showed recruits receiving blows to the face, punches, and flicks from their fellow policemen.

Around 70 police officers were relieved from their posts following the incident.—MCG, GMA Integrated News
