13th month pay sa mga kasambahay, iginiit

MANILA – Isinusulong ngayon sa Kamara de Representantes ang isang panukalang batas na bigyan ng 13th month pay ang mga kasambahay upang makatulong sa kanilang gastusin sa panahon ng kapaskuhan. Sa House Bill 4753 o “Kasambahay Christmas Bonus Act of 2010," na inihain ni ALE party-list Rep. Catalina Cabrera Bagasina, dapat matanggap ng mga kasambahay ang kanilang 13th month pay bago sumapit ang Disyembre 24. “This measure will give the kasambahay the extra money to send to their families during the holidays. It is designed to give them additional purchasing power and help pump prime the economy during the festive season," paliwanag ng kongresista. Sa ngayon, sinabi ni Bagasina na nakasalalay lamang sa kabaitan ng mga amo kung pagkakalooban ng Christmas bonus ang mga kasambahay. Tulad ng mga karaniwang manggagawa, sinabi ng kongresista na karapatan din ng mga kasambahay na tumanggap ng 13th month pay. “The passage of the bill will provide emphasis on government’s responsibility to uplift the social conditions of all household helpers nationwide," aniya. Idinagdag ni Bagasina na hindi saklaw ng batas sa minimum wages ang mga kasambahay, walang overtime pay, medical benefits at mga incentive leave, pero hindi umano dapat ipagkait sa kanila ang Christmas bonus. “Granting them 13th month pay is one way of sharing with all qualified household helpers so they can truly enjoy and experience the true meaning of Christmas," ayon sa mambabatas. Sa hiwalay na panukalang batas Senate President Pro Tempore Jinggoy Ejercito Estrada na inihain sa Senado, iminungkahi nito na hindi dapat bababa sa P2,500 bawat huwan ang sahod ng mga kasambahay sa mga pangunahing lungsod at P2,000 naman sa ibang lugar. Nakapaloob din sa “Kasambahay Bill" ni Estrada na dapat mayroong Social Security System (SSS), PhilHealth at Pag-IBIG ang mga kasambahay. Sa isang pahayag, umaasa si Estrada, concurrent chairman ng Senate committee on labor, employment and human resources development, na maaprubahan ng Kamara ang bersiyon ng ‘Kasambahay’ bill na naipasa na ng mga senador. “It has been eighteen years already since 1993 when the salaries of our kasambahays have been raised. Plus, we know that this sector of our labor force is oftentimes overworked but underpaid, delivering round the clock service at every beck and call of their employer," ayon sa mambabatas. Kabilang sa mga tinatawag na kasambahay ay ang mga maid, cook, yaya, at houseboy. Nanawagan din si Estrada kay Pangulong Benigno “Noynoy" Aquino III, na sertipikahan bilang urgent ang Kasambahay Bill para mapadali ang pag-apruba sa Kongreso. - GMA News “PNoy must certify this bill as urgent as the Philippines had already committed to the international community that it will be one of the first countries to ratify the Domestic Workers Convention of 2011. Further, it is also our country as Chairman of the ILO Committee on Domestic Workers that steered the passage of this measure. Otherwise, our policies would be perceived as inconsistent and hollow," paliwanag niya.
