PNoy, hinikayat na gamitin ang kapangyarihan vs oil price increase

Hinikayat ng ilang kongresista si Pangulong Benigno “Noynoy" Aquino III, na gamitin ang kapangyarihan nito para tugunan ang lumalalang problema sa patuloy na pagtaas ng presyo ng mga produktong petrolyo. Nitong Miyerkules, nanawagan si House Minority leader Danilo Suarez sa pamahalaang Aquino, na pag-isipan ang posisyon nito tungkol sa mungkahing suspindihin ang pagsingil ng value added tax (VAT) sa langis para maibaba ang presyo ng naturang produkto. “Whenever the free market clearly and consistently hurts more people than it helps, this is called market failure, and this undeniably applies to the current situation when oil companies are enjoying unbridled profits, government is raking in enormous VAT collections on those windfall profits, but hunger and poverty increasing, prices are going up and jobs are going down," paliwanag ng lider ng minorya sa Kamara. Nais naman ni Zambales Rep. Milagros Magsaysay na malaman kung ano ang mga planong inilatag ng Department of Energy upang tugunan ang problema at matulungan ang publiko. Binatikos niya ang desisyon ng Malacanang huwag galawin ang VAT sa langis samantalang ang pondong ginagamit sa conditional cash transfer (CCT) scheme, ay kinukuha naman sa inutang sa Asian Development Bank (ADB). Nitong Martes, iminungkahi ni Sen Ralph Recto, na ibalik na sa 10 percent mula sa kasalukuyang 12 percent ang singil sa VAT sa mga bilihin, katulad ng mga produktong petrolyo. Ipinaliwanag ng senador na mas maganda na ang lagay ng ekonomiya ngayon kumpara noon nang isulong niya ang panukalang batas na gawing 12 perncent ang singil sa VAT. Teodorico Haresco na sa ilalim ng Section 401 of Tariff and Customs Code, may kapangyarihan si Aquino na bawasan ang singil ng taripa sa langis. “Since the Congress will adjourn on March 23, the President can use his powers under the flexible clause of Section 401…to unilaterally adjust tariff rates to mirror arithmetically the essence automatic VAT reductions. This swift executive action mitigates rising pressures of imported inflation and public angst," aniya. Idinagdag ng mambabatas na sa ilalim ng Article VI, Section 23 (2) ng Saligang Batas nakasaad na, “in times of war or other national emergency, the Congress may, by law, authorize the President, for a limited period and subject to such restrictions as it may prescribe, to exercise powers necessary and proper to carry out a declared national policy..." “While I hope that tensions in Iran won’t escalate into a shooting war, it would be prudent, I think, for the national government to look into mitigating this early effects of rising oil prices," pahayag ni Haresco. Nais din ng kongresista na maghain ng resolusyon kung saan maglalagay ng “trigger price" sa presyo ng langis sa pandaigdigang pamilihan na magtatakda ng pagbawas sa taripa ng krudo. “Our House resolution however has an automatic clause that if price of oil (intermediate crude light) drops below $100 per barrel, VAT on oil and oil by products go automatically back to 12 percent," paliwanag ni Haresco. - RP/FRJ, GMA News
