Pag-urong sa 2013 barangay elections, sinuportahan

Isa pang panukalang batas ang inihain sa Kamara de Representantes para ipagpaliban ang nakatakdang halalang pambarangay sa Oktubre 2013 – limang buwan matapos naman ang mid-term elections sa Mayo 2013. Ipinaliwanag ni Iloilo Rep. Jerry Trenas sa paghahain ng House Bill No. 6005, na hindi praktikal sa bansa ang gumastos ng bilyon-bilyong pondo sa dalawang halalan sa loob ng isang taon. “We cannot afford to hold the Barangay elections five months after the May 2013 polls if we want to really insulate the Barangay elections from the influence of partisan politics," paliwanag ni Trenas, chairman ng House committee on good government and public accountability. Sa halip na gawin sa unang Lunes ng Oktubre 2013, iminungkahi ng kongresista na iurong barangay elections sa Oktubre 2015. “The spirit of our laws and the practical realities of the highly political and divisive nature of the upcoming May elections dictate that the barangay polls be postponed to a later date," giit niya. Una nang naghain ng House Bill 5654 si Cagayan de Oro Rep. Rufus Rodriguez, na naglalayon ding gawin sa Oktubre 2015 ang Barangay at Sangguniang Kabataan (SK) elections. Ipinaliwanag ni Rodriguez na layunin ng pagpapaliban sa halalan na makatipid sa gastusin ang gobyerno at mabigyan ng sapat na panahon ang mga nakaupong lider sa mga barangay para matapos nila ang kanilang mga proyekto at programa. Sa gaganaping mid-term elections sa Mayo 2013, maghahalal ang mga Pilipino ng kanilang mga opisyal sa lokal na pamahalaan sa iba’t ibang lalawigan, lungsod at munisipalidad, pati na ang mga kongresista at 12 senador. Batay umano sa pagtaya ng Commission on Elections (Comelec), kakailanganin ng ahensiya ang P15 hanggang P20 bilyong pondo para isagawa ang mid-term elections sa 2013. Hindi pa umano kasama sa naturang pondo ang gagastusin naman sa barangay at SK elections sa Oktubre sa nasabi ring taon. “It could be a safe bet to state that the upcoming 2013 barangay elections could top the 2010 spent for the barangay polls, which amount could be better spent for other government projects like construction of bridges, roads and other infrastructure projects, and even school buildings," ayon kay Rodriguez. “For a country whose budget deficit was estimated by the President to reach a record high of P349-billion by the end of the year, P3.6-billion (spent in 2010) is too high a price to spend on barangay elections," dagdag pa ng kongresista. Idinagdag naman ni Trenas na dapat maging indepedyente at hindi mabahiran ng pulitika ang pagpili ng mga lider ng barangay. Pero hindi umano ito maiiwasan kapag isinagawa ang halalan sa 2013. “Suffice it to say, the highly polarizing and political nature of the May 2013 elections will greatly influence the conduct and outcome of the next Barangay election, if such is to take place immediately after the May polls," ayon sa kongresista. -- RP/FRJ, GMA News
