Bagong pagpaparehistro ng mga botante sa ARMM, inaprubahan ng Senado

Bilang pagpapakita ng suporta na mabura ang imahe ng Autonomous Region for Muslim Mindanao (ARMM) bilang cheating capital sa bansa tuwing halalan, inaprubahan ng Senado ang resolusyon na nananawagan na ibasura ang kasalukuyang voters’ list sa rehiyon at magkaroon ng panibagong rehistrasyon. Ayon kay Senate Majority Leader Vicente Sotto III, walang senador na tumutol sa pagpasa ng Senate Joint Resolution No 17 na nag-aatas sa Commission on Elections (Comelec) na magsagawa ng panibagong pagpapatala ng mga botante sa rehiyon. Naisagawa ang pagpasa sa resolusyon ilang araw matapos ipadala ni Pangulong Benigno “Noynoy" Aquino III ang sulat sa Senado at Kamara de Representantes na humihiling na kaagad na ipasa ang House Joint Resolution No. 29 at Senate Joint Resolution No. 17, na naglalayong ibasura ang kasalukuyang voters' list sa ARMM. Sa ganitong paraan, magsasagawa naman ang Comelec ng panibagong general registration ng mga botante sa lahat ng lugar sa ilalim o nasasakop ng ARMM. Nauna nang nanawagan si ARMM governor (OIC) Mujiv Hataman, na magkaroon ng bagong talaan ng mga botante dahil na rin sa mga nadiskubreng hindi pagkakatugma ng bilang mga botante at populasyon sa rehiyon. “The resolution eliminated the lack of material time argument of Comelec, that is why I am ecstatic and elated on the quick action by the Senate in approving the resolution," ayon kay Sen. Aquilino “Koko" Pimentel III, chairman ng Senate committee on electoral reforms and people’s participation. Hinihintay ng Senado na maipasa ng Kamara ang naturang resolusyon bago ganap na maipatupad ng Comelec. “Once the counterpart resolution is passed, the Comelec is task to conduct the new registration," dagdag ni Pimentel. Inaasahan ng Senado na magkaroon ng bagong listahan ng botante ang buong ARMM sa Disyembre 2012. Umaasa naman si Sen Franklin Drilon, pangunahing may-akda ng resolusyon, na makatutulong ang ginawa ng Kongreso para matigil na ang dayaan sa rehiyon tuwing halalan. “It is our hope that this joint resolution will finally put an end to frauds and irregularities in the conduct of elections in the [ARMM] and spare the ARMM of ignominy of being billed ‘the cheating capital of the Philippines’," ayon sa mambabatas. “This twin move will complete the roadmap of electoral and political reforms in the ARMM which this government is presently pursuing with the help of Congress," dagdag niya. Bukod kay Drilon, kabilang sa mga mag-akda sa resolusyon ay sina Sens Pimentel III, Jinggoy Estrada, Vicente Sotto III, Edgardo Angara, Ferdinand Marcos, Jr., Antonio Trillanes IV, Pia Cayetano, Francis Escudero, Sergio Osmena III, Ralph Recto, Manuel Lapid, Gregorio Honasan II, Panfilo Lacson, Allan Peter Cayetano, Teofisto Guingona III, Francis Pangilinan, at Loren Legarda. “[This will] set free the region from the bridle of political dynasties that have, for years, entrapped them in a morass of poverty, stagnation, neglect and abuses [and] open a new chapter in the politics of the region with the emergence of new, principled, educated and reform-minded leaders who do not rely on guns, gold and goons to be in power," ayon kay Drilon. — ER/FRJ, GMA News
