Paglaban sa katiwalian, nais ituro sa mga paaralan

Isang panukalang batas ang inihain sa Kamara de Representantes na naglalayong isama sa pagtuturo sa mga paaralan ang mga hakbangin para labanan at matigil ang korupsiyon sa bansa. Sa House Bill (HB) No. 6609 na inihain ng mga kinatawan ng party-list group na CIBAC (Citizens Battle Against Corruption), nais nilang ipatupad sa mga paaralan ang Anti-graft and Corrupt Practices Information and Education Act of 2012. Ayon kina Reps. Sherwin Tugna at Cinchona Cruz-Gonzales, dapat maituro sa mga kabataan ang mga hakbang na ginagawa ng gobyerno at pribadong sektor para matigil ang katiwalian sa Pilipinas. "Education is an effective tool in our fight against graft and corruption in the public and private sectors of the society," paliwanag ni Tugma. "Graft and corruption weakens our democracy and the integrity of our various institutions, leads to violations of human rights, distorts markets, prevents the proper delivery of basic services to the people, increases inequality and injustice and allows organized crime, terrorism and other threats to human security to flourish," dagdag pa niya. Sinabi naman ni Cruz-Gonzales na ang pagpasa ng United Nations Convention Against Corruption (UNCAC) sa Article II, Chapter 5 na naglalayong tugunan ang pandaigdigang problema sa korupsiyon ay nagpapakita ng determinasyon na masawata ang naturang problema. "The UNCAC requires all State to develop and implement or maintain effective, coordinated anti-corruption policies that will promote the participation of society and reflect the principles of the rule of law, proper management of public affairs and public property, integrity, transparency and accountability," ayon sa kongresista. Sa ilalim ng panukala, uobligahin ang lahat ng primary at secondary schools sa bansa na isama sa kanilang curriculum na ituro sa mga mag-aaral masamang dulot ng korupsiyon sa lipunan at kung papaano ito malalabanan. "Students at an early stage would be informed of the need of every person to participate in the eradication of graft and corruption in the society, of the various process and procedures in government and of transactions occurring in the private sector, of the steps that can be undertaken in case graft and corruption occurs, and of the right and responsibilities of citizens in governance," ayon kay Cruz-Gonzales. Ipapaubaya naman sa Department of Education (DepEd) ang paggawa ng mga kailangang hakbang at pagpapakalat ng impormasyon tungkol sa nasabing programa. Sa nakalipas na dalawang taon sa ilalim ng liderato ni Pangulong Benigno “Noynoy" Aquino III, patuloy na tumataas ang Pilipinas sa listahan ng global competitiveness ranking ng Geneva-based World Economic Forum. Mula sa pang-75 puwesto sa 144 bansa na sinuri noong 2011, umangat pa ang Pilipinas sa pang-65 na puwesto ngayong taon. Ang pag-angat ng Pilipinas ay sinasabing bunga ng mga inilatag na kampanya ng pamahalaang Aquino laban sa katiwalian.
