Maling impormasyon, nagdulot ng mga maling desisyon sa Mamasapano ops-- BOI report

Ang mga hindi umano tamang impormasyon na galing sa noo'y suspindidong Philippine National Police (PNP) chief Director General Alan Purisima ang dahilan ng "erroneous decisions" sa kasagsagan ng madugong operasyon sa Mamasapano, Maguindanao noong Enero 25, ayon sa resulta ng imbestigasyon ng Board of Inquiry (BOI) ng PNP.

Nakasaad sa ulat ng BOI na isinapubliko nitong Biyernes, na tiniyak ni Purisima sa noo'y Special Action Force (SAF) commander na si Director Getulio Napeñas Jr. na may suporta mula sa Armed Forces of the Philippines kapag nagkaroon ng problema sa misyon ng Special Action Force (SAF) na dadakip sa teroristang sina Zulkifli Bin Hir, alyas Marwan at Abdul Bassit Usman.

Sa araw ng operasyon ng SAF troopers, sinabi sa BOI report na nagpadala si Purisima ng text message kay Lt. Gen. Rustico Guerrero ng AFP-Western Mindanao Command ng, "Baka pwede artillery support sa AFP."
 
Sa pananaw ng BOI, ang ipinadalang text message ni Purisima kay Guerrero, " did not connote a sense of urgency as it seemingly gave Guerrero a choice to either send support artillery to the battle zone or not."
 
"Guerrero [then] referred only to the availability of the support elements on the ground," ayon sa BOI, sabay sabing hindi nilinaw ni Guerrero na nakasalalay ang naturang hakbang sa ground commander.
 


Gayunman, ipinaalam ni Purisima kay Pangulong Benigno Aquino III ang suporta ng AFP units sa napapalaban nang SAF commandos.
 
"They are presently in contact with reinforcing elements from BIFF. The containment forces are the ones in contact right now. They are supported by mechanized and artillery support, Sir," nakasaad sa text message ni Purisima kay Aquino.
 
Pero iginiit ng abogado ni Purisima na si Atty. Kristoffer James E. Purisima, na tiniyak ni Guerrero sa dating PNP chief na nakahanda ang artillery support para sa SAF commandos.
 
"There was no reason to doubt the information," ayon kay Atty. Purisima sa panayam ng GMA News Online sa telepono nitong Biyernes.
 
Noong nakaraang Pebrero, itinanggi rin ni Atty. Purisima ang alegasyon na nagsinungaling ang kaniyang kliyente kay Aquino tungkol sa mga impormasyon na ibinigay nito sa operasyon ng SAF troopers.
 
"It is not in PDG Purisima’s character to relay inaccurate information to the President. Throughout their decades of professional and personal relationship, PDG Purisima’s deportment towards the President has been one of utmost candor, honesty, loyalty and respect. At no time would PDG Purisima violate the trust reposed upon him by the President," ayon sa abogado.
 
Info na galing sa MILF
 
Dakong 9:45 a.m., sa kasagsagan ng "misencounter," binigyan umano ni Purisima si Napeñas ng unverified information mula sa MILF contact na nagsabing mahinang puwersa ang kasagupa ng SAF commandos.
 
Gayunman, ayon sa BOI report, "actual events on the ground contradicted the statement."
 
"There is nothing in the records which shows whether he [Purisima] was able to verify the veracity or reliability of his source," ayon sa BOI. "On the other hand, there are indications that his contact from the MILF provided false or tainted information."

Puna sa ulat ng BOI, dapat sinuri ni Purisima ang kridibilidad ng pinagmulan ng impormasyon bago pa man sana nagsimula ang operasyon. Dahil sa ipinasang impormasyon ni Purisima kay Napeñas, "it appears to have contributed to the 'misappreciation' of the situation."

Nasawi sa nasabing operasyon ang 44 na SAF troopers nang mapagtulungan ng puwersa ng Moro Islamic Liberation Front,  Bangsamoro Islamic Freedom Fighter, at iba pang armadong grupo.

Paglabag sa suspension order
 
Nakasaad din sa BOI report ang ginawang paglabag ni Purisima sa kaniyang preventive suspension order na ipinalabas ng Office of the Ombudsman dahil sa pagsama sa pagplano at pagpapatupad ng Mamasapano operation.
 
Dagdag pa sa ulat, nilabag din daw ni Purisima ang "Special Order No. 9851 dated December 16, 2014 issued by OIC-PNP Espina, directing him and other suspended PNP officers to cease and desist from performing the duties and functions of their respective offices during the pendency of the case until its termination."
 
Noong nakaraang Disyembre, naglabas ng kautusan ang Ombudsman na nagsususpindi kay Purisima dahil sa kinakaharap nitong reklamo bunga ng umano'y maanomalyang kontrata na pinasok ng PNP sa isang courier service noong 2011.
 
Depensa naman ni Atty. Purisima, batid ni Napeñas na suspindido ang kaniyang kliyente nang mga sandaling isinagawa ang operasyon.
 
"Ang mga kausap naman niya, mga heneral 'yon, alam nilang hindi dapat nila sinunod ang isang suspended official," ayon sa abogado.
 
Dagdag ni Atty. Purisima, desisyon ni Napeñas kung susundin niya ang mga mungkahi ng dating PNP chief na huwag kaagad ipaalam sa militar ang naturang operasyon. — FRJ, GMA News
