North Korea says South fabricated mine blast, KCNA reports

SEOUL, South Korea - North Korea sent a letter to the UN Security Council saying South Korea fabricated a mine explosion incident to delay and impede North Korea's border fortification, KCNA reported on Monday.

South Korea's provocations, such as opening fire on North Korean service personnel, are a violation of the UN Charter, KCNA reported the letter as saying. — Reuters
