LIVE UPDATES: Habagat rains affect parts of PH on Friday, Aug. 28, 2026

Malacañang has announced the suspension of work in government offices and classes at all levels in public and private schools in the Metro Manila and other areas starting 1 p.m. on Friday, August 28, 2026, due to the inclement weather.

Under Memorandum Circular No. 132, government work and classes are suspended in the following areas this afternoon:

• National Capital Region
• Abra
• Benguet
• Ilocos Sur
• La Union
• Pangasinan
• Bataan
• Bulacan
• Nueva Ecija
• Pampanga
• Tarlac
• Zambales
• Batangas
• Cavite
• Rizal
• Oriental Mindoro
• Occidental Mindoro

The rainy weather is expected to prevail over some parts of the country throughout the weekend, PAGASA weather specialist Benison Estareja said Friday.

“Ine-expect pa rin natin na throughout this long weekend ay meron pa rin tayong inaasahan na malalakas na ulan,” he said on Super Radyo dzBB.

(We are still expecting heavy rains throughout this long weekend.)

A Red Rainfall Warning has been raised in Zambales and parts of Bataan Friday morning due to the effects of the Southwest Monsoon or Habagat, state weather bureau PAGASA said.

In its advisory released 11 a.m., PAGASA said the following areas are under rainfall warning:

Orange Rainfall Warning (Flooding is still threatening)

PAGASA advised the public and the disaster risk reduction and management offices concerned to monitor the weather condition.

Also, light to moderate rains are now affecting Quezon (General Nakar, Infanta) and Laguna (Santa Maria), which may persist within three hours and may affect nearby areas.

PAGASA advised the public and concerned disaster risk reduction and management offices to continue monitoring weather conditions.

The next warning is set to be issued at 11:00 a.m.

Six people died, three are still missing, and four have been rescued after a motorbanca carrying 13 members of the Aeta community capsized in Lake Mapanuepe in San Marcelino, Zambales on Thursday, the Philippine Coast Guard (PCG) said.

In a statement, the PCG said the incident occurred around 2 p.m. near the Sunken Church in Barangay Buhawen as the Aetas claimed food and medicine from a health center.

“The passengers were reportedly members of the Aeta Indigenous Peoples (IP) community from Sitio Lumibao. They had gone to the community health center to receive food and medicine and participate in a vaccination program before traveling back when the incident occurred,” the PCG said.

“Initial information indicated that the motor banca encountered strong winds and rough water conditions before it capsized. The circumstances surrounding the incident remain under investigation,” it added.

An orange rainfall warning has been raised over Zambales and four other areas while yellow alert was raised over Metro Manila, Nueva Ecija, Bulacan due to the southwest monsoon (habagat) early Friday morning, PAGASA reported.

The southwest monsoon (habagat) will continue to bring cloudy skies with scattered rains over parts of Luzon and Visayas on Friday, PAGASA reported.

Meanwhile, a Low Pressure Area (LPA) was estimated at 720 km East of Itbayat, Batanes is being monitored inside the Philippine Area of Responsibility (PAR) and has a medium chance of developing into a Tropical Depression within the next 24 hours.

Forecast Weather Conditions

Metro Manila, Ilocos Region, Abra, Benguet, Zambales, Bataan, Tarlac, Pampanga, Nueva Ecija, Bulacan, Rizal, Cavite, Batangas, Oriental Mindoro, and Antique will have occasional rains due to the southwest monsoon with possible flash floods or landslides occurring due to moderate to heavy rains.

The rest of Luzon and Visayas will have cloudy skies with scattered rains and thunderstorms due to the southwest monsoon with the possibility that flash floods or landslides will occur due to moderate to at times heavy rains.

Mindanao will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms while flash floods or landslides may occur during severe thunderstorms.

A yellow alert has been raised over Metro Manila, four other areas in Luzon early Friday morning, the state weather bureau PAGASA reported.
