As of 4 a.m., Ramon was located at 440 km east of Casiguran, Aurora, almost stationary over the Philippine Sea east of Northern Luzon.

It has maximum sustained winds of up to 65 kph near the center and gustiness of up to 80 kph.

On Sunday, the eastern portions of Cagayan and Isabela may have light to moderate with occasional heavy rains.

Apayao, Northern Aurora and the rest of Isabela and Cagayan will have light to moderate with intermittent heavy rains on Sunday.

PAGASA advised residents in these areas to take the necessary precautions especially if they live in flood- or landslide-prone areas.

Ramon is expected to be outside the Philippine Area of Responsibility by Thursday.

Northeast monsoon

Meanwhile, the northeast monsoon or amihan is affecting Northern Luzon, Aurora and Bicol Region, especially the coastal and mountainous areas.

These areas will have gusty winds.

Sea travel

Areas under TCWS No. 1, as well as the seaboards of Northern Luzon and the eastern seaboards of central and Southern Luzon will have rough waters, making sea travel risky especially for small seacraft.
