Nando exits PAR

Super Typhoon Nando has left the Philippine Area of Responsibility (PAR), according to PAGASA. 

"As of 8:00 AM today, 23 September 2025, Super Typhoon "RAGASA" {formerly "NANDO"} has exited the Philippine Area of Responsibility (PAR)," PAGASA said in an advisory posted at 10 a.m.

PAGASA, meanwhile, said that the Low Pressure Area (LPA 09f) being monitored outside PAR has developed into Tropical Depression.

In its 5 a.m. advisory, Signal No. 3 was raised in the following areas: 

• Ilocos Norte
• The northwestern portion of Apayao (Calanasan)
• The northwestern portion of mainland Cagayan (Sanchez-Mira, Santa Praxedes, Claveria) including the western portion of Babuyan Islands (Panuitan Isl., Calayan Isl., Dalupiri Isl., Mabaag Isl., Barit Isl., Fuga Isl.)
