PAGASA: 11 areas under Signal No. 4 as Typhoon Tino hits land
More areas in the Visayas and Mindanao have been placed under Signal No. 4 as Typhoon Tino hit land in Silago, Southern Leyte at Tuesday midnight, bringing typhoon-force winds, heavy rains, and dangerous storm surges to affected areas.
As of 1 a.m., the center of the eye of Tino was estimated to be in the vicinity of Mahaplag, Leyte.
Earlier, the state weather bureau said the typhoon made landfall over Silago, Southern Leyte at 12 a.m. Tuesday.
In its 2 a.m. tropical cyclone bulletin for Tuesday, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration said tropical cyclone wind signals are in effect in the following areas:

Tino is packing maximum sustained winds of 150 km/h near the center with gustiness of up to 205 km/h, and central pressure of 960 hPa.
It is moving westward at 30 km/h with strong to typhoon-force winds extend outwards up to 300 km from the center.
PAGASA warned that “heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone” and that the typhoon’s track may still shift within the limit of the forecast confidence cone.
Tino is forecast to traverse Visayas and northern Palawan until it emerges over the West Philippine Sea by Wednesday morning, and will then exit the Philippine Area of Responsibility by Wednesday evening or early morning of Thursday.
The typhoon may slightly weaken while interacting with the terrain in crossing the Visayas, but is expected to remain at typhoon category throughout its passage over the country.
In addition, a gale warning is still in effect over the eastern seaboard of Northern Luzon, and the eastern and southern seaboards of Southern Luzon, the seaboards of Visayas, and the northern and eastern seaboards of Mindanao.
The state weather bureau added that the surge of the Northeast Monsoon and the shear line coinciding with the passage of Tino will also bring strong to gale-force gusts over coastal areas and upland areas exposed to winds that are not under any storm signal.
In a separate 2 a.m. storm surge advisory, PAGASA also warned of “life-threatening and damaging storm surges” with peak heights exceeding three meters within the next 36 hours in the low-lying or exposed coastal communities of 30 areas in Visayas and Mindanao.
Very rough sea conditions are expected in parts of the Visayas and Mindanao.
“Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels,” PAGASA said. — JMA, GMA Integrated News
