Uwan weakens into severe tropical storm; Signal No. 2 up in Batanes, parts of Ilocos Norte
Uwan has weakened into a severe tropical storm outside the Philippine area of responsibility (PAR) Tuesday morning but Signal No. 2 remains in some areas of the country, according to PAGASA.
In its 11 a.m. bulletin, PAGASA said wind signals are in effect in the following areas:
Signal No. 2
- Batanes
- the western portion of Ilocos Norte (Sarrat, Paoay, Bangui, Burgos, Bacarra, Currimao, Pasuquin, San Nicolas, Laoag City)
Signal No. 1
- The northern and central portions of Cagayan (Piat, Santo Niño, Camalaniugan, Tuao, Lal-Lo, Pamplona, Gonzaga, Alcala, Amulung, Santa Teresita, Buguey, Solana, Rizal, Santa Ana, Claveria, Gattaran, Iguig, Lasam, Aparri, Ballesteros, Abulug, Allacapan, Sanchez-Mira, Santa Praxedes, Baggao) including Babuyan Islands,
- Apayao
- Abra
- Kalinga
- the western portion of Mountain Province (Besao, Tadian, Sagada, Bauko, Sadanga, Bontoc, Sabangan)
- the northwestern portion of Benguet (Bakun, Kibungan, Kapangan, Mankayan)
- the rest of Ilocos Norte
- Ilocos Sur
- the northern and central portions of La Union (Luna, Caba, Santol, Bauang, City of San Fernando, San Juan, Bagulin, Bangar, San Gabriel, Burgos, Naguilian, Bacnotan, Sudipen, Balaoan)

Uwan was last located 370 kilometers west northwest of Calayan, Cagayan outside PAR with maximum sustained winds of 110 km per hour (kph) near the center and gustiness of up to 135 kph.
The severe tropical storm was moving north northwestward at 10 kph.
“Due to unfavorable environmental conditions, UWAN is forecast to continue weakening throughout the rest of the forecast period,” PAGASA said.
According to PAGASA, Uwan may re-enter PAR on Wednesday evening.

“It may re-enter PAR tomorrow (12 November) evening as it makes landfall over the southwestern coast of Taiwan. It will then emerge over the waters near Ryukyu Islands on Thursday, where it is expected to eventually weaken into a remnant low on Friday (14 November),” PAGASA said.

Death toll
The Office of Civil Defense (OCD) on Tuesday said the reported death toll from Tropical Cyclone Uwan has increased to 18.
In a press briefing, OCD deputy administrator for administration Assistant Secretary Bernardo Rafaelito Alejandro IV said the fatalities were reported in Cagayan Valley, Cordillera Administrative Region, Bicol, Western Visayas, and Eastern Visayas.
“In terms of casualty, as of 11 this morning, meron na pong nai-report sa atin na 18 dead casualties,” Alejandro said.

“Tatlo sa Region 2 dahil sa landslide. Dose sa CAR, mostly because of landslide. Isa sa Region 5, drowning. Region 6, isa, electrocution. And yung sa Region 8, isa,” he added.

Two people were reported missing and 28 others were reported injured.
Impact
Uwan affected a total of 2,358,476 people or 652,632 families in Ilocos Region, Cagayan Valley, Cordillera Administrative Region, Central Luzon, Metro Manila, Calabarzon, Mimaropa, Bicol, Western Visayas, Negros Island Region, Eastern Visayas, Zamboanga Peninsula, Northern Mindanao, Caraga, and Bangsamoro Autonomous Region in Muslim Mindanao.
Most of the affected individuals were reported in Bicol with 1,163,473, followed by Negros Island Region with 198,120 and Eastern Visayas with 186,532.
Of the affected population, 803,610 people or 231,215 families were staying in evacuation centers while 265,224 people or 78,093 families were taking shelter in other places.
Floods, storm surges, landslides, fallen trees and debris, as well as maritime incidents were reported in different areas across the country.
