"The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction," PAGASA said.

The surge of the Northeast Monsoon will also bring strong to gale-force gusts over other areas, while heavy rainfall and severe winds may still be felt in localities outside the landfall point and forecast confidence cone.

Meanwhile, PAGASA said Basyang may make another landfall over the southern portions of Cebu and Negros Oriental sometime between Friday to Saturday early morning.

It is predicted to weaken to a low pressure area within the next 12 hours. — VDV, GMA Integrated News
