Work at the City Hall in Talisay City, Cebu was suspended on Tuesday, April 28, 2026, after the Office of Mayor Samsam Gullas received a bomb threat.

Employees and individuals with transactions at the City Hall were made to leave the building at around 8 a.m.

Authorities said the official social media page of the city mayor received a message from a netizen claiming that bombs were planted in three buildings at the City Hall compound.

The city government did not downplay the threat and ordered the Talisay City Police Station (TCPS) to respond and investigate immediately. 

Members of the Explosive Ordnance Disposal (EOD) team inspected the City Hall and buildings nearby. 

“Ang assessment is makaingon ta nga murag prank lang gyud kining paghimo sa threat but then we took it seriously. Pag adto sa atong SWAT usa sab atong gitawagan ang EOD to conduct og paneling,” Talisay City Police Station Office-in-Charge, Lt. Col. Homobuno Sayon, said.

“Ang tanang opisina kinahanglan mogawas gyud sila kay dili nato i-take for granted kining maong bomb threat kay delikado man pud kaayog simbakong tinuod. For safety mas maayong atong ipagawas ang tanang empleyado,” Councilor Danny Caballero, chairman of the Committee on Peace and Order, said.

After nearly two hours of inspection, EOD declared the entire City Hall compound safe and clear of explosives.

“Cleared naman nato ang tibuok area ang tibuok City Hall cleared naman siya for any hazardous material or anything na can explode,” Staff Sergeant Francis Eric Canuda of EOD-7 said.

Despite this, Gullas ordered that work be suspended for the remainder of the day to ensure the safety and peace of mind of employees and the public.

Also canceled were the summer workshops for young people in the city and the scheduled hearings at the Hall of Justice located within the City Hall compound.

TCPS also coordinated with the Anti-Cybercrime Group to identify the person responsible for sending the bomb threat.

“Si mayor is very serious about this. Iya tang gi-instructionan nga dapat ma-identify gyud mismo katong naghimo sa bomb threat and then we will be requesting the assistance of RACU. Basi sa naistorya nato sa EOD, there is a similar incident pud sa laing lugar kagahapong adlawa…same same person ra ang naghimo sa threat,” Sayon said.

“Per instruction ni mayor nga ma-whole day lang gyud ang walay trabaho karong adlawa. Kanang mga tawo nga walay mga lingaw dapat dili nila i-among ang mga tawo nga nagtinarong og trabaho, nagtinarong og serbisyo,” Caballero added.
