Tropical Depression #KiyapoPH accelerated while moving northwest over the Philippine Sea on Thursday, July 23, 2026.
As of 4 p.m., the center of Kiyapo was located about 640 km east of Tuguegarao City, Cagayan. It packed maximum sustained winds of 45 kilometers per hour (kph), gusts of up to 55 kph, and was moving northwest at 30 kph, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
Wind Signal No. 1 remains in effect over:
- Batanes
- Cagayan including Babuyan Islands
- Isabela
- Apayao
- Abra
- Kalinga
- Mountain Province
- Ifugao
- Ilocos Norte
- Ilocos Sur
- Northern portion of Aurora (Dilasag, Casiguran, Dinalungan)
- Northern portion of Nueva Vizcaya (Bagabag, Diadi, Bayombong, Ambaguio, Villaverde, Quezon, Solano)
- Northern portion of Quirino (Maddela, Cabarroguis, Saguday, Diffun, Aglipay)
- Northern portion of Benguet (Buguias, Mankayan, Bakun, Kibungan)
The warning means strong winds of 39 to 61 kph may be felt within 36 hours, posing a minimal to minor threat to life and property.
PAGASA said Kiyapo is expected to continue moving west northwest toward the Luzon Strait until Saturday before turning northwest. The cyclone may pass very close to northeastern mainland Cagayan between Friday morning and afternoon, then pass very close to or make landfall near the Babuyan Islands between Friday afternoon and evening.
The weather bureau expects Kiyapo to intensify into a tropical storm on Friday while over the Philippine Sea. It may further strengthen into a severe tropical storm after passing the Babuyan Islands before weakening as it approaches southern mainland China.
Authorities said the highest wind signal likely to be raised during Kiyapo's passage is Signal No. 2, although Signal No. 3 remains possible if the cyclone rapidly intensifies while crossing the Batanes-Babuyan area.
PAGASA also warned that Kiyapo, together with the southwest monsoon, will bring heavy rains and strong to gale-force winds over much of the country in the coming days, especially in coastal and upland areas.
Sea conditions are expected to worsen over the northern seaboards of Luzon. Very rough seas with waves of up to 4.5 meters are forecast over the coastal waters of Batanes, the Babuyan Islands, and the northeastern coast of mainland Cagayan, where sea travel is considered dangerous for all types of vessels.
Rough to moderate seas are also expected over several eastern and western coastal waters across Luzon, Visayas, and Mindanao. PAGASA advised operators of small boats and motorized bancas to avoid or take extra caution when venturing out to sea.
The weather bureau urged residents in areas vulnerable to flooding, landslides, strong winds, and storm hazards to monitor official advisories and follow evacuation orders and other instructions from local authorities.
