Heavy rain damaged a retaining wall in Olongapo City and a dike in Tarlac City.

Part of a retaining wall collapsed near the boundary of Barangays New Cabalan and Old Cabalan in Olongapo during heavy rain on Monday, August 17, 2026.

No injuries were reported because residents were not at home when the wall collapsed. However, the incident damaged one house.

Authorities temporarily closed a nearby road because of the risk of further landslides.

Meanwhile, several parts of the city also flooded amid continued rain, on August 18.

Flooding affected Barangay East Bajac-Bajac and the Otero Avenue corner of Filtration Road in Barangay Mabayuan.

Floodwaters also surged along Jose Abad Santos Avenue near Kalayaan Gate in Barangay Old Cabalan, an access road linking the city to the Subic Bay Freeport.

Several areas inside the Subic Bay Freeport also flooded, making some roads impassable.

The Olongapo River reached spilling level, prompting authorities to urge residents in flood-prone areas to evacuate as water levels continued to rise.

In Tarlac City, part of a dike collapsed as a strong river current caused by heavy rain hit the structure.

Residents said they felt what seemed like an earthquake shortly before the dike collapsed.

Authorities and residents placed sandbags along the damaged section as a temporary measure to protect nearby communities.

The barangay chairman said the dike is currently being built under the supervision of the Department of Public Works and Highways.

Officials were still seeking statements from the DPWH and the contractor involved in the project.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the southwest monsoon was bringing heavy rain to parts of Luzon.
