Floodwaters continued to affect parts of downtown Dagupan City on Wednesday, August 19, 2026, as the southwest monsoon, or habagat, combined with high tide, disrupted some businesses in the area.

At around 10 a.m., floodwaters on AB Fernandez Avenue reached gutter level.

Barangay Uno officials said water levels have started going down, as of this writing, and residents and business owners used water pumps and sandbags to keep floodwater out of their property.

Barangay 1 Chairman Herminigildo Rosal said floodwaters receding have allowed residents to start pumping the rest of the water out of their property.

“Hindi na masyadong mataas ang tubig kaya puwede na i-water pump. ‘Yung iba naman, naglalagay ng sandbag,” Rosal said.

The flooding still affected several businesses in the downtown area. Some establishments closed temporarily to protect their goods while others opened later than usual.

Rosal said barangay officials continued to monitor businesses and other areas that were flooded.

“Umiikot kami, nakikita namin na kapag pinapasok puwesto nila, hindi na sila mag-open kasi masisira lang ang mga paninda nila,” he said.

Mayde Matabang, a business owner, said she had expected the flooding to have ended.

“Mahirap kapag ganitong baha, akala ko wala nang baha, mayroon pa pala,” Matabang said.

Barangay officials said only a small number of establishments were reached by floodwater, as many business establishments downtown have raised their floors.

Authorities continue to monitor flood-prone areas across the city as the habagat and high tide persist.
