Floodwaters continued to affect several major roads in Dagupan City on Monday, August 24, 2026 as authorities prepared for stronger southwest monsoon rains in the coming days.

The Office of Civil Defense Region 1 said parts of all 31 barangays in the city remained flooded, with water rising above two feet in some areas. The Pantal River also remained above its normal level.

“Lahat po ng barangays may portion at areas na flooded hanggang sa kasalukuyan,” Adreanne Pagsolingan, public information officer of OCD-Region 1, said.

OCD-1 said more than 66,000 families, or over 260,000 people, have been affected by the disaster in Dagupan City.

The City Disaster Risk Reduction and Management Office said 248 families, or 791 people, remained in 10 evacuation centers.

Residents said the continued rain and flooding have also affected their livelihoods.

“Mahirap kapag ganitong palaging ulan, apektado pati kabuhayan namin,” Anna Umalos, a resident, said.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the southwest monsoon, or habagat, could strengthen in the coming days as a storm approaches.

Gener Quitlong, chief meteorologist of the PAGASA-Dagupan station, said the storm's effects were not yet being felt but could strengthen the monsoon once it moves closer.

“Ngayon hanggang bukas hindi pa ramdam ang epekto ng bagyo, pero sa mga susunod na araw kapag lumapit na ang bagyo talagang lalakas ang habagat,” Quitlong said.

The Office of Civil Defense said it was preparing for possible heavy rains this week and monitoring the risks of flooding, landslides and rivers and streams overflowing.

It advised residents in flood- and landslide-prone areas to prepare to evacuate if conditions worsen.

The Department of Social Welfare and Development is also coordinating with local governments to prepare food packs for families who may be affected by the bad weather.
