According to Foreign Affairs Secretary Alan Peter Cayetano, the 11 circles of the logo represent the countries bound together in the shape of the Philippines, which symbolizes that "wherever and whenever the games are played, we are one and we win as one."
The eleven countries are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste, and Vietnam. — BAP, GMA News
