Duterte appoints new SBMA administrator


President Rodrigo Duterte has appointed a new administrator for the Subic Bay Metropolitan Authority (SBMA) after Administrator Roberto Garcia resigned.

Duterte has appointed Wilma Eisma as the administrator of SBMA on December 21, according to documents regarding the appointment.

Executive Secretary Salvador Medialdea informed Diño by letter about Eisma's  appointment, and was asked to notify and furnish Eisma with her appointment letter within seven days.
 

 

Eisma used to be the Public Affairs and Contributions manager of Philip Morris Fortune Tobacco Company Inc. (PMFTC).

Diño was appointed SBMA chairman on September 23, but announced in an October 10 office memo that as chairman he is also the SBMA administrator and chief executive officer.

After receiving a letter on November 21 that the SBMA chairman “assumed the functions of the Subic Bay Metropolitan Authority (SBMA) Chairman/Administrator pursuant to Republic Act No. 7227,” Malacañang clarified the situation in a separate letter to Diño on November 28.
 
“Please be advised that the designation of Atty. Randy B. Escolango as Officer-in-Charge, Office of the Administrator, SBMA, has not been revoked by the Office of the President and thus remains in full force and effect,” Senior Deputy Executive Secretary Menardo Guevarra said in the letter.
 
“More importantly, under Section 13(d) of Republic Act No. 7227, the Administrator of the SBMA shall be appointed by the President and no other,” Guevarra told Diño.
 
Escolango became OIC of SBMA's Office of the Administrator when the then-Chairman and Acting Administrator Roberto Garcia resigned after Diño's self-appointment. — Trisha Macas/VS, GMA News
