- Garci general. A "Gen. Ebdane" was mentioned in the Hello Garci recording on June 5, 2004. In the conversation, the man believed to be Comelec Commissioner Virgilio Garcillano mentioned that it was Ebdane who instructed a "Gen. Lomibao" to go to "Languyan", a municipality in Tawi-Tawi province. Ebdane was chief of the Philippine National Police at the time of the 2004 elections.
- Garci's guardian? Ebdane was also tagged as the one who provided security for Garcillano when the latter went into hiding in June 2005 after the "Hello Garci" tapes surfaced. Ebdane later admitted providing a vehicle to Garcillano, but insisted that was only when the controversial poll official was still with the Comelec.
- Alleged operator. In August 2006, self-confessed "fraud operator" Arsenio Rasanan and a Comelec staff employee identified as Clinton John Colcol alleged that Ebdane and regional poll officials orchestrated the rigging of the May 2004 election results. The two claimed in separate affidavits that they were part of a conspiracy to switch election returns at the House of Representatives.
