Gun-toting Pasay cop in viral video faces probe


A policeman is in hot water after he allegedly pointed his gun at two brothers, one of whom was a minor, during a road rage incident in Malibay, Pasay, on Wednesday, GMA News' Jun Veneracion reported on 24 Oras on Thursday.

In a Facebook post that has since gone viral, Ralph Davenz Altea said he and his brother were walking on a street when a motorist honked at them.

 

He said even after they gave way to the motorist's car, the driver rolled down his window and confronted them, and then reached for his gun at the backseat and pointed it at them.

Altea started recording the video when the driver, identified as PO2 Manuel Taytayon, got out of his car. The video shows Taytayon's gun tucked at the waistband of his jeans. He was not wearing his uniform.

"Tinulak niya ang kapatid ko. Tapos binunutan kaming baril," Altea said in the video.

The 24 Oras report said the brothers have reported the incident to Pasay City Police's Women and Children's Concerned Office, since one of them was a minor.

The older brother claimed that Taytayon physically hurt him, but the video was not able to capture it.

"Hinablot niya yung dito sa may buhok ko tapos hinila niya pababa. Naputol na ang video," he said.

Meanwhile, Taytayon is also set to file a complaint against the two for alleged cyberbullying and online libel, the report added.

"Kaming lahat po napahiya sa mundo, napahiya kami sa buong Pilipinas," Taytayon said.

He said the brothers had been walking in the middle of the road, and that they only moved aside when he had beeped at them thrice. He also claimed that the brothers hit his car's window and then cursed at him.

"Pagkatok niya sir dito ang lakas-lakas, pagkatapos nung binaba ko, nandito ang asawa ko, ang sabi niya, "O ano ha? T--nga," Taytayon said.

Taytayon was identified as part of the Southern Police District's Intelligence Unit. He was set to retire in December next year.

The Southern Police District told GMA News that it has already started its investigation on the incident. It said policemen should not display their weapons if they are not wearing their uniform.

However, SPD spokesperson Superintendent Jennu Tecson said the brothers should have shown respect to the elderly.

"Kung menor de edad man yung mga bata, the more siguro na meron din silang paggalang sa matatanda. Yun ang ating titignan. Pero gaya nga po ng sinabi ko, hindi kasi natin alam kung ano ang totoong pangyayari kung kaya't yan ay magiging parte ng imbestigasyon," she said. —Jessica Bartolome/KBK, GMA News
