Locations of firecracker zones, fireworks display zones in Metro Manila


The Philippine National Police has designated some areas in Metro Manila as firecracker zones and fireworks display zones. 

Eastern Police District

A tweet by GMA News's Ian Cruz said that there are neither firecrackers zones and fireworks display zones in Pasig City.

In Mandaluyong City, the only designated community fireworks display zone is at the Linear Park in Barangay Vergara.

The city has several firecracker zones, including:

  1. General Kalentong Street in front of Market Place, Barangay Pag-Asa
  2. along Coronado Street, beside Pasig River in Barangay Hulo
  3. Barangka Ibaba (Vida Court), Barangay Barangka Ibaba
  4. Labasan Court in Barangay Barangka Ibaba
  5. along Riverside MRR Tract Street in Barangay Barangka Ibaba
  6. in front of the barangay hall of Barangay Barangka Ilaya
  7. beside Pasig River

In Marikina City, there are no designated firecracker zones but there are two fireworks display zones:

  1. Marikina Sports Complex
  2. River Banks

Similarly, San Juan City did not assign a firecracker zone, but community fireworks displays are allowed at the Pinaglabanan Shrine.

Southern Police District

Makati City, Parañaque, City, Las Piñas City, Muntinlupa City, Taguig City, and Pateros are implementing a total ban and did not designate any firecracker zones.

The firecracker zones in Pasay City are at:

  1. Barangay 2 recreational area at FB Harrison
  2. Barangay 43 basketball court
  3. Tramo, Dimasalang and Vergel streets
  4. Barangays 190 and 187 basketball courts
  5. Fernando street near Buendia Avenue
  6. Cuenca street near basketball court, Apelo Cruz Street in front of T. Paez Elementary School
  7. Barangay 184 open lot KIA Motors
  8. Barangay 195 Multi-Purpose Plaza
  9. Barangay 201 plaza
  10. San Miguel Bay, Mall of Asia


Manila Police District

In Manila, the designated firecrackers zone/community firecrackers display zone are:

Northern Police District

The designated firecracker zones within Valenzuela City are:

  4. Barangay Coloong-Lagman Street
  5. Barangay Balangkas-F. Andaya Street
  6. Barangay Wawang Bato-F. Andaya Street
  7. Canumay East-vacant lot along D. Bonifacio Street
  8. Paso De Blas-E. Miranda Street

 

Under Executive Order No. 28, which provides for the regulation and control of the use of fireworks and pyrotechnic devices, community fireworks displays may only be held in areas designated by the local government.

Banned firecrackers

The Department of the Interior and Local Government (DILG) has reiterated the ban on the following firecrackers:

  • Piccolo
  • Super Lolo
  • Whistle Bomb
  • Goodbye Earth
  • Atomic Big Triangulo
  • Judas' Belt
  • Watusi

All firecrackers with gunpowder exceeding two grams or 1.3 teaspoons are strictly prohibited, the DILG added.

'Pailaw' allowed outside residences

DILG Officer-in-Charge Catalino Cuy clarified, through a memorandum circular, dated December 19 that “all allowable consumer pyrotechnics or ‘pailaw’ may be used outside designated community fireworks areas, meaning outside places of residences.”

“Nais po nating linawin sa publiko na ang mga pinapahintulutang pyrotechnics o ‘pailaw’ ay maaari pong gamitin hindi lamang sa designated community fireworks areas kundi pati na rin sa labas ng inyong tahanan. Sa kabila nito, mariin pa ring pinaaalalahanan ang publiko na maging maingat sa paggamit ng pyrotechnics,” he said.

The directive states that the clarificatory policy guideline is upon the request of the Philippine Fireworks Association, to explain Section 2 of Executive Order (EO) No. 28, series of 2017, which provides for the regulation and control of the use of firecrackers and other pyrotechnic devices.

Section 2 of order states "Pyrotechnic devices other than firecrackers may be used outside community fireworks displays."

Cuy has directed all provincial governors and city and municipal mayors, the Philippine National Police (PNP), Bureau of Fire Protection (BFP), and all other concerned agencies to relay the policies under the executive order to all local government units within their respective jurisdictions and ensure compliance.

He said that non-compliance to the memorandum circular shall be dealt with in accordance with pertinent laws, rules and regulations.

He asked the PNP and the BFP to once again conduct inspections, confiscate and destroy prohibited firecrackers and pyrotechnic devices.

Cuy also reminded local government units to issue permits for the conduct of community fireworks display specifying the date and time of fireworks display and the specific area where the display will be conducted, in conformity with national standards, rules and regulations.

Under Republic Act 7183, "common types" of firecrackers that can be manufactured, sold, distributed and used include: Baby Rocket, Bawang, Small Triangle, pulling of strings, paper caps, El Diablo, and Sky Rocket or kwitis.

Meanwhile, the following pyrotechnic devices are also allowed for manufacture: sparklers, luces, fountain, jumbo regular and special, Mabuhay, Roman Candle, trompillo, Airwolf, whistle device, and butterfly. —Amita Legaspi and Jessica Bartolome/KG/ALG, GMA News
