NPD chief: Kian, kin not on drug watch list but cited on raw intel info


The father, uncle, and even Kian Loyd delos Santos himself are not on the drug watch list of either their barangay or police despite allegations they were allegedly involved in illegal drug operations, Northern Police District director Chief Superintendent Roberto Fajardo said Monday.

Fajardo also admitted that Kian was a newly-identified drug suspect and was not the subject of the anti-illegal drug operation which led to his death on August 16.

“Wala sa watch list but may intelligence information nga na nasa illegal drug operations sila. May mga intel information tayo na ginagamit na runner si Kian and may nag-identify sa kanya, runner (siya) ng drugs,” he said at a press conference at Camp Crame.

He said it was a certain Neneng who was ordering Kian to sell drugs.

 


 

Asked if Kian’s father knew about it, Fajardo said: “Dapat alam nila (They should know).”

He added that since all they have are raw intelligence information, they are still building a case against Kian’s father and uncle.

“May intel report kami (against kay Kian, sa father, at uncle) but hindi si Kian ang target ng operation, iba ang target. Hindi rin ‘yung father and uncle,” he said.

“Hindi siya sakop ng operation, tumakbo lang siya. The mere fact na tumakbo siya, bakit tumakbo, ‘yun ang tinitingnan (bakit natakot),” he added.

‘Newly identified drug suspect’

Fajardo said they only identified Kian as a drug suspect during the operation.

“Actually newly identified lang siya based doon sa intel and at the same time yung sa nahuli (naming ka-transaksyon niya).(When you say newly-identified) that’s either during the operation. Pag newly-identified ka, wala ka dati sa listahan, bigla lang nag-come up,” he said.

He said they were not aware that Kian was a minor but their intelligence information stated that he was allegedly selling at least 10 grams of shabu everyday.

“May nag-identify na pusher na nahuli  na nagdi-deal talaga, mababa nga yung 10 grams, dalawnag bulto ‘yun, daily ‘yun. Iyon ang intel information,” he said.

“‘Yung nahuli na katransaksyon niya (ang nagsabi) kaya meron tayong nagpapatunay na siya ‘yung runner,” he said, referring to Renato Loberas whom the police surfaced days after Kian’s death. 

Drug runner?

He said Kian has a reputation in their neighborhood as a drug runner but his image has changed after his death.

“Sa area kilala siya, ang tawag nga sa kanya ng mga tao doon is adik, pusher, ngayon napatay na siya mabait na siya. Lumalabas na sinasakyan na mabait na siya at santo na siya. Pero before that lumalabas na siga, adik, at pusher doon sa area,” he said.

“‘Yun ang sinasabi ng mga kapitbahay nila. Unfortunately, na-politicize na mabait na siya ngayon,” he added.

But earlier accounts by Kian’s kin, friends and teachers belie police’s allegations against him. 

Also, Kian’s family members have expressed willingness to undergo drug tests to disprove PNP chief Director General Ronald dela Rosa’s claim against them. 

Meanwhile, Fajardo said drug suspects are now using minors as their runners because they will not be charged in court immediately.

“Ito talaga ang problema ngayon kasi minor ang ginagamit ng mga pushers. Just the other day, may nahuli sa Caloocan na mag ama. So marunong itong mga pusher, they are using itong mga minors. So hopefully tumigil na, tama na. Ayaw din namin ito e,” he said. — RSJ/KVD, GMA News
