IAS chief enumerates lapses of Caloocan cops on Kian case


Internal Affairs Service Inspector General Alfegar Triambulo enumerated Wednesday the lapses committed by the Caloocan police in their anti-drug operation which resulted in the death of Kian Loyd delos Santos.

Triambulo said the three police officers — Police Officer 4 Arnel Oares; Police Officer 1 Jeremias Pereda; and Police Officer 1 Jerwin Cruz — will be facing complaints for serious irregularity in the performance of duty.

“‘Yung tatlo dahil sila yung so far nakikita na very active sa operation na yun resulting sa pagkamatay ni Kian, sila ay [haharap sa] serious irregularity in the performance of duty,” he told reporters.

Meanwhile, Caloocan City police chief Senior Superintendent Chito Bersaluna and precinct commander Chief Inspector Amor Cerilo will face serious neglect of duty.

“Si Bersaluna kasi siya yung superior ... bilang chief of police, ‘yung team leader and precinct commander na si Cerillo, kapag ganyan na operation na nagresult ng kapalpakan, kasama yung supervisor and superior kung mapatunayang sila ay may neglect,” he said.

“Command responsibility ‘yung serious neglect of duty dahil may namatay e kaya very serious ‘yung lapses ng operation na yun,” he added.

Triambulo said the police officers failed to follow the parameters in the conduct of operation in connection with the Double Barrel Reloaded.

He questioned the distance of the police vehicle from the area where they were operating.

“Ang kanilang sasakyan ay nakaparada sa lugar na malayo sa pinagdamputan kay Kian at hindi  nila dinala doon sa kanilang mobile na supposedly dapat doon dalhin habang sinisearch mo siya at saka dadalhin sa  presinto,” he said.

“Dinala nila sa isang basketbolan at sa isang sulok kung saan siya (Kian) natagpuang patay,” he added.

He said the police also did not provide a sketch of their operation.

“So ‘yung sketch ay para madaling ipaliwanag sa kapag nagtestimonya na ito ang lugar, dito nakaparada ang mobile, dito kinuha, hindi dinala dito at dinala doon sa sulok. ‘Yun ang hindi nila nagawa,” he said.

He said the cops also did not handcuff Kian.

“Hindi nila nilagyan ng posas para ma-restrain kung lumaban, hindi nila ginawa ‘yun,” he said.

He also noted that the police did not submit an operation report, were not in uniform while conducting the One Time, Big Time operation, and failed to coordinate with the barangay or coordinated beyond the prescribed hours.

Triambulo said the two police officers who admitted that it was the 17-year-old student they were dragging along the alley did so voluntarily.

“‘Yung dalawa na may hawak kay Kian at inaamin, voluntary pumunta, hindi sila pinatawag ng IAS at sinabi doon sa IAS investigator na sila nga yun, silang dalawa at si Kian,” he said.

The two police officers, however, did not say if they were the ones who shot Kian.

He said their statements were taken on August 17 or a day after the incident. — RSJ/KVD, GMA News
