PNP to launch retraining of ex-Caloocan cops in two weeks


The Philippine National Police is set to launch in two weeks the retraining of police officers formerly assigned with Caloocan City Police Station.

PNP chief Director General Ronald dela Rosa said the re-training is aimed to review the former Caloocan cops on the rules of engagement, police operational procedure, the conduct of search and seizure operations, and for their leaders to handle their subordinates.

“Basta lahat ng police operation with emphasis sa observance of human rights at saka rule of law,” Dela Rosa told GMA News Online in an interview before the start of the hearing on the 2018 proposed budget of the Department of the Interior and Local Government. 

He believes not all the former Caloocan cops are  bad but the PNP needs to take action to address the problem.

“In fairness, hindi naman lahat ay masama, ilan lang masama but we have to take drastic action para maramdaman ng publiko na hindi natin pinababayaan ‘yung problema so aksyunan natin,” he said.

He said the retraining program is now being crafted by the Directorate on Human Resource and Development and other concerned PNP offices.

“In-ask namin sila na gumawa ng program of instruction para properly talaga, maganda ‘yung kalabasan sa training. Sabi ko sa kanila ASAP (as soon as possible) e,” he said.

“Nag-usap na yung aking TDCS (The Chief Directorial Staff), si Deputy Director General Archie Francisco Gamboa at chief ng National Capital Region Police Office (Director Oscar Albayalde) at saka yung concerned directorate na nagconduct ng training,” he said.

Gamboa said they will launch the retraining in two weeks.

“Siguro ma-launch natin in two weeks, tapos 30 days na training. Caloocan muna ito,” he said.

Asked if erring police officers from other areas will also be retrained, Dela Rosa said they wanted to focus on Caloocan.

“Dahan dahan lang, hindi natin ito kaya overnight na iparehab. Dahan dahan lang, kung ang Caloocan project na ito ay maganda ang kalabasan then sige sunod natin ang iba,” he said.

He said the Pasay police could be next.

Albayalde earlier ordered the relief of some 35 members of Pasay City Police community precinct 3 for not returning the money there recovered from an operation.

Dela Rosa said he does not want his men to have a half-baked training.

“Huwag nating pagsabayain, andami na ‘yung sa Caloocan e. Baka ma-chopsuey yung resulta ng training kung sabay sabay,” he said.

He said the fate of the former Caloocan police officers will depend on the result of their retraining.

“Tignan muna namin kung anong mangyari pagkatapos niyan,” he said. — RSJ, GMA News
