Impeachment rap expected to be filed vs. Ombudsman on Wednesday — lawyer


An impeachment complaint is expected to be filed on Wednesday against Ombudsman Conchita Carpio Morales before the House of Representatives.

Lawyer Manuelito Luna made the pronouncement in a phone interview with reporters on Tuesday.

According to Luna, at least three groups will file separate impeachment complaints against Morales.

One is the group he is representing, composed of former Manila councilor Greco Belgica, Vanguard of Philippine Constitution Inc. president Eligio Mallari, and the group Tanggulang Demokrasya Inc.

A second complaint will be filed by the kin of the 44 police commandos who died in the Mamasapano clash.

The third will be filed by former congressmen Glenn Chong and Jacinto Paras.

Luna accused the Ombudsman of partiality.

"Base sa aming pag-aaral, mukhang may kinikilingan ang ating Ombudsman and that is a clear sign of selective justice," he said.

"In the case of Greco Belgica, Tanggulang Demokrasya and Eligio Mallari, they are all complainants tapos biktima sila ng selective justice, biktima rin sila ng inordinate delay. So as far as personal knowledge is concerned, they have personal knowledge. We also have authentic documents," he added.

Luna has yet to disclose the name of the congressmen-endorsers for the complaint, but he is optimistic that many lawmakers will support it.

"I'm sure of this because no less than the president has been complaining about the actions and misconduct of the Ombudsman," he said.

"I cannot give a number but it will be many," he added.

President Rodrigo Duterte himself said he would file an impeachment complaint against Morales, accusing her of selective justice and the use of falsified documents.

He has also threatened to investigate the Ombudsman for alleged partiality and corruption, only a day after the Ombudsman announced it had started its probe into the alleged multi-billion peso wealth of the President and his family. — BM, GMA News
