Proposed amendment limits freedom to ‘responsible’ speech, expression


Only the responsible exercise of freedom of speech will be protected under an amendment proposed by a House subcommittee looking into possible changes to the constitution.

Deputy Speaker Fredenil Castro, chairman of the House Subcommittee 2, said the sub-panel found Article Three of the constitution acceptable except for Section Four, which protects freedom of speech and expression.

"The phrase 'responsible exercise' of the freedom of speech, et cetera, should be inserted," Castro said.

Castro said that the said freedom had been so abused that there was a need for the constitutional provision to be amended.

"You know this time, you just listen. There is so much abuse of this freedom. They think that it is unrestrained," Castro said.

"Therefore, we propose the insertion of that phrase," he added. —NB, GMA News
