Marawi rehab now pegged at P53B — NEDA exec

The government needs over P50 billion to finance the full rehabilitation of areas in war-torn Marawi City outside ground zero, the National Economic and Development Authority (NEDA) said on Monday.

At a press conference in Pasig City, NEDA Undersecretary Adoracion Navarro said that as of May 15, the government needs a total of P53.417 billion for the rehabilitation, bulk of which will be for this year alone.

"For this year, what's needed is P26.16 billion," Navarro told reporters, noting that the remaining balance of P27.254 billion will be spent from 2019 to 2022.

According to Navarro, the funding will come from three sources -- government funds, donations from the private sector and non-government agencies and other non-profit organizations, and from the Official Development Assistance (ODA).

"The total funding requirement is P53.417 billion and that might still change because we will still be holding workshops," she said.

Broken down, majority or P24.865 billion will come from the budget of the National Disaster Risk Reduction and Management Fund (NDRRMF).

This will be followed by non-government sources with P16.315 billion, the agency regular budget of P4.992 billion, the Autonomous Region in Muslim Mindanao (ARMM) with P3.343 billion, cost-sharing arrangements with P3.255 billion, local government units with P78 million, and P569 million still to be determined.

The rehabilitation will cover sectors such as local governance and peace-building, housing and settlement, livelihood and business development, physical infrastructure, social services, and land resource management.

The government earlier pegged the rehabilitation cost at P72 billion, with P17.2 billion for the development of the most affected area and P55 billion for the rest of the city and the towns of Butig and Piagapo in Lanao del Sur. — RSJ, GMA News
