‘Final official’ copy of Con-com’s proposed federal constitution


The Consultative Committee (Con-com) behind a proposed federal Constitution has released what it called the "final official" copy of its draft, which now reflects changes requested by President Rodrigo Duterte.

"All other copies in circulation, electronic or printed, official or not, are superseded by this copy," Con-com spokesman Ding Generoso told reporters on Tuesday.

The Con-com's earlier "final" draft was approved by the President in full except for the article containing the transitory provisions, which he wanted tweaked to bar him from running in the 2022 elections and to strip him of the responsibility of leading an envisioned government system shift to federalism.

The committee's latest work, as earlier reported, now prohibits the "incumbent president" from running as chief executive in the 2022 elections. It also provides for the tandem election of a transition president and vice-president.

The elected transition president will "exercise all the powers of the President" under this proposed Constitution until June 30, 2022, and the elected transition leaders shall be ineligible to run for any public office in the May 2022 elections.

It retained the proposed provision that the term of the president and the vice president, due to end on June 30, 2022, "shall not be extended."

The Con-com's work would still have to go through Congress, which may accept, modify, or completely reject its proposals. — MDM, GMA News
