The House 'coup' that installed Arroyo as Speaker


 

Minutes before President Rodrigo Duterte delivered his third State of the Nation Address and even with the sound system turned off at the plenary on Monday, members of the House of Representatives voted to remove then-Speaker Pantaleon Alvarez and replace him with Pampanga Rep. Gloria Macapagal Arroyo.

In a report by Victoria Tulad on News To Go on Tuesday, lawmakers were shown in a video shouting to be heard during the nominal voting. Each of those present were called to cast their vote.

After the voting, Arroyo, a former President, was seen climbing the rostrum.

In accordance with House tradition, Arroyo took her oath as Speaker before the youngest member of the chamber,  Ang Kabuhayan party-list Representative Dennis Laogan, after which she sat at the Speaker's chair.

Prior to this, a manifesto was circulated among House members calling for the endorsement of Arroyo as Speaker.

The coup delayed Duterte's SONA by almost an hour.

Though it was Alvarez who sat with Duterte during the SONA, Arroyo was formally declared Speaker after the President's address. —Rie Takumi/KBK, GMA News
