ADB calls on countries to enhance cybersecurity measures


The Asian Development Bank (ADB) said on Tuesday there is a need for stricter measures to ensure that cybersecurity threats and attacks are addressed.

In his opening remarks during the Digital Development Forum 2018 in Pasig City, ADB president Takehiko Nakao said countries must adapt to new technologies and benefit from digitalization.

“To benefit from digital transformation and avoid negative impacts, countries need appropriate regulatory environments to promote data sharing with sufficient protection of personal data and privacy; protect consumers against cyber crimes and fraud; prevent illegal activities such as money laundering and terrorist financing; and enhance cybersecurity to prevent cyber attacks and hacking,” he said.

Nakao said there is a need to develop information and communications technology (ICT) infrastructure for reliable internet connectivity.

“First, ICT infrastructure is the foundation of digital economies. Without reliable internet connectivity, any digital services including smartphone apps cannot be used,” he said.

“With appropriate policies, the developing countries of Asia and the Pacific stand to benefit tremendously in this new era. I see great opportunities, as well as challenges.”

Manila-based ADB has started incorporating digital technologies in its areas of operations.

“In education, computer-based adaptive learning and remote technologies will enhance learning outcomes in schools,” Nakao said.

“Telemedicine, AI, and the use of big data will have great potential to improve health services. Fintech will help the poor to achieve financial services,” he added.

The ADB official said he is optimistic that countries will execute key reforms in efforts to digitalize and adapt to new technologies.

“Whether you are just starting your career or have a few years left, no one has an excuse to avoid this transformation,” he said. —VDS, GMA News
