2022	Vice President	Independent	In December 2021, the Comelec First Division declared Amad as a nuisance candidate for failing to prove that he has a bona fide intention to run for Vice President. The poll body held that he did not have an established network of support and strong political machinery to launch and sustain a nationwide campaign. Amad filed an appeal, arguing that his status as an independent candidate, who supposedly lacks financial capacity to aspire for a national elective post, cannot be used to declare him as a nuisance candidate. However, the First Division and later the Comelec en banc upheld his declaration as a nuisance candidate, and his name remained excluded from the official list of candidates for Vice President. While Amad was able to secure a temporary restraining order from the Supreme Court in January 2022, the Comelec proceeded to print the ballots without Amad’s name. By the time the Supreme Court promulgated its decision in July 2022, the May 2022 election was long over. SC dismissed Amad’s petition for certiorari against the Comelec for being moot and academic, but at the same time reprimanded Comelec for disobeying the January 2022 TRO. In its decision, SC held that the Comelec committed grave abuse of discretion when it declared him as a nuisance candidate and denied his appeal.
