DPWH orders offices to coordinate projects with NCCA
All regional, project management, and district engineering offices of the Department of Public Works and Highways have been required to consult with the National Commission for Culture and Arts (NCCA) to ensure infrastructure projects are consistent with the country's cultural identity and national patrimony.
Public Works Secretary Rogelio Singson has signed Department Order No. 138 directing offices to consult and coordinate with NCCA in conducting feasibility studies for the design or improvement of infrastructure projects to "ensure proper protection and preservation of our cultural identity and patrimony, and to avoid unnecessary delays, revisions and alterations during construction."
"The preservation of historical sites and structures is a national concern. The relics of the past are national treasures which must be preserved, restored and enhanced for the benefit of this and future generations," the order read.
The NCCA called the attention of agencies on the management of public spaces regarding the construction of any activities affecting the integrity of historical and cultural sites.
Republic Act No. 10066 or the National Heritage Act states that the DPWH should consult, coordinate and work closely with the NCCA in the implementation of its programs and projects. —Kathryn Mae P. Tubadeza/NB, GMA News
