BIR digitizes delinquent tax records
The Bureau of Internal Revenue (BIR) is stepping up its collection of unpaid taxes, as it announced on Monday a new nationwide system that gives it a centralized view of delinquent accounts and properties seized, sold, or forfeited over unpaid tax liabilities.
Under the Enhanced Accounts Receivable Management (eARMS) nationwide system, the BIR will have centralized tracking and management of accounts receivable and delinquent accounts (AR/DA), including records connected to the seizure, sale, and forfeiture of properties.
The system was rolled out on September 21, 2026, designed to enhance data integrity, system reliability, and account monitoring across BIR offices, and to replace the previous Accounts Receivable Management System (ARMS).
It is also expected to facilitate verification and settlement of liabilities, including the processing of tax clearance applications, for taxpayers with outstanding obligations.
“Accurate and reliable records are essential to effective revenue collection. Through eARMS, we can better monitor outstanding tax liabilities, take timely collection action, and help taxpayers verify and settle their obligations with less administrative difficulty,” BIR commissioner Charlito Martin Mendoza said in an emailed statement.
“We want our digital reforms to deliver measurable improvements in our operations and in the services we provide to taxpayers,” he added.
