DPWH preparing terms for P35.42-B CALAX rebid

(Updated 11:38 p.m.) The Department of Public Works and Highways said on Monday that it was preparing the terms and conditions for rebidding the P35.42-billion Cavite-Laguna Expressway (CALAX) public-private partnership project.
"We were ordered to rebid so we will prepare options for approval of OP (Office of the President) terms and conditions for rebidding," DPWH Secretary Rogelio Singson said in a text message to GMA News Online.
The first bidding for the project was won by San Miguel Corp. subsidiary Optimal Infrastructure Development Inc. with a bid of P20.1 billion. However, the Optimal bid was later disqualified due to defective bid security.
Optimal's competitor in the CALAX project, Team Orion, had put in a bid of P11.66 billion. Team Orion is a consortium formed by Ayala Corp.’s AC Infrastructure Holdings Corp. and Aboitiz Equity Ventures Inc.’s Aboitiz Land Inc.
But instead of the CALAX project being awarded to Orion, President Benigno Aquino III made it clear that he would rather have a rebidding, despite opposition from the business community.
"We are obligated to get the best deal for our people," Aquino explained earlier this month, during the Asia-Pacific Economic Cooperation Economic Leaders' meeting in Beijing, China.
"Mamimili na ako kung sino ang magagalit sa akin. Siguro maganda nang magalit sila kaysa ang taumbayan," he added.
Meanwhile, Kabataan Partylist Rep. Terry Ridon characterized the President's order for a rebid of the CALAX project as a misuse of the Executive's powers.
"The intervention of Mr. Aquino in the Calax controversy to come to the aid of San Miguel Corporation, his uncle Danding's (Eduardo Cojuangco) company, clearly shows that the President will go to great lengths to defend his KKK [kamag-anak, kaklase, at kabarilan]," Ridon said in a statement.
Asked for comment, the President's spokesperson Edwin Lacierda said in a text message to GMA News Online, "I cannot comment on someone who speaks out of ignorance.
