DOTC awards ITS Southwest Terminal project to MWM Terminals


The Department of Transportation and Communications (DOTC) on Friday awarded the P2.5-billion Integrated Transport System (ITS)-Southwest Terminal project to MWM Terminals, a consortium of Megawide Construction Corp. and WM Property Management Inc.
 
DOTC spokesman Michael Arthur Sagcal said in a text message to reporters Friday night that the winning consortium "now has until February 12 to complete post-award requirements,"
 
Sagcal said the Transportation department aims to sign the concession agreement by the fourth week of February.
 
"MWM will have eight months from then to begin construction," he said.
 
It will have another 18 months or until the end of April 2017 to start operations, according to Sagcal.
 
"We're delighted to receive the news that our company was awarded as the winner for the ITS project and to be part of the progress of the country," Megawide chief marketing officer Louie Ferrer told GMA News Online.
 
Megawide has bagged four other PPP projects:

  • The PPP School Infrastructure Project Phase I (PSIP-I) was awarded in 2012 to Citicore Holdings Investment Inc.-Megawide and BF Corp.-Riverbanks Development Corporation.
  • The second phase, PSIP-II, was awarded to Megawide in 2013
  • The modernization of the Philippine Orthopedic Center was awarded to Megawide-World Citi Medical Center consortium in 2013
  • The Mactan Cebu International Airport Passenger Terminal Building was awarded to Megawide-GMR Airports in April last year.
The proposal by MWM Terminals included an annual grantor payment — payments to be made by the government to the concessionaire — of P100 million.  Filinvest Land Inc., on the other hand, proposed an AGP of P650 million.
 
DOTC earlier said that "lowest AGP wins, subject to evaluation of the bid."
 
The project includes passenger terminal buildings, arrival and departure bays, public information systems, ticketing and baggage handling facilities, and park-and-ride facilities that will be constructed in a 2.9-hectare property within the Coastal Road Terminal along the Manila-Cavite Expressway.
 
According to the PPP Center website, the terminal will connect passengers coming from Cavite to other transport systems such as the future LRT Line 1 South Extension, city bus, taxi, and other public utility vehicles serving inner Metro Manila. — JDS, GMA News
