Malampaya attains 22-year ‘zero harm’ record
The Malampaya onshore gas plant, operated by Razon-led Prime Energy Resources Development B.V., has hit a milestone on safety as it recorded zero incidents of harm in more than two decades of operating.
In a news release, Prime Energy said it marked 22 years of “goal zero” at the gas field, signifying “more than two decades of continuous operations with no harm to people - employees, contractors, or visitors-, the community, or the environment, and no significant process safety incidents.”
"This achievement sets a precedent for our unyielding commitment to our core values of safety, honesty, integrity, respect, value creation, and tenacity,” said Prime Energy managing director and general manager Donnabel Cruz.
“It underscores not only our dedication to these principles but also our responsibilities as an energy provider, assuring our stakeholders of our utmost commitment to excellence in all we do," she added.
Prime Energy said it has completed its maintenance shutdown of Malampaya for both its offshore platform and onshore gas plant on time and with zero recorded incidents in February 2023.
The company said its commitment to health, safety, security, and environment (HSSE) culture has been instrumental in reaching the milestone.
The “goal zero” accomplishment reflects the strong foundation of HSSE and the deep-seated commitment to care for one another, “which is evidenced by the continued implementation of safety practices and sharing of HSSE learnings across all sites.”
The energy firm said another key factor in maintaining “goal zero” performance is the organization’s strong shared commitment to HSSE with its contractor partners, “reinforcing its safety culture across staff and contractors, ensuring that safety incidents are reviewed, learnings are shared, and safe acts are recognized.”
Aside from Prime Energy, a subsidiary of Prime Infrastructure Capital Inc., other members of the SC 38 Consortium are Dennis Uy-led UC38 LLC and the state-run Philippine National Oil Company-Exploration Corp. (PNOC-EC).
Earlier, PNOC-EC said it is projecting around 80% success rate for new wells to be drilled by the Malampaya Consortium.
Prime Energy is the operator and has a 45% stake in the project. UC38 also has a 45% stake, while the remaining 10% is owned by PNOC-EC.
The Malampaya gas-to-power project supplies natural gas to power four generation plants in Batangas —Santa Rita, San Lorenzo, San Gabriel, and Avion — with a combined capacity of 2,011 megawatts (MW).
From October 2001 to December 2022, the SC 38 consortium remitted more than $13.14 billion to the government.
The PNOC-EC proposed a budget of P11.94 billion for 2024, P2.02 billion of which is for continuing Malampaya operations.—AOL, GMA Integrated News
