DOTC keeps Autre Porte bid for MRT-3 maintenance contract, drops Asiaphil and Commbuilders


The Department of Transportation and Communications (DOTC) on Tuesday said it dropped two groups bidding for the Metro Rail Transit Line 3 (MRT-3) maintenance supply contract for failing to meet the requirements under the initial phase of the bid process.
 
It kept the P685-million bid of Autre Porte Technique (APT) Global Inc. which moved a step closer to winning the contract.
 
The financial offers made by the tandem of Asiaphil Manufacturing Industries Inc. and Korea Railroad, as well as that of  Commbuilders & Technology Philippines Corp., were no longer opened by the DOTC Bids and Awards Committee, Michael Arthur Sagcal, DOTC spokesman, noted in a statement Tuesday.
 
The group of Asiaphil and Korea Railroad failed to meet the sealing and marking requirements of Republic Act 9184 or the Procurement Law, while Commbuilders did not submit a certificate of satisfactory performance, according to the DOTC official. 
 
“Unfortunately, it once more came down to two groups’ failure to comply with the bid requirements.  Time and again, we have said that the DOTC-BAC can do nothing but to follow the Procurement Law, which prohibits it from exercising discretion” he added. — VS, GMA News
