Complaints from businesses prompt BIR to move deadline for using new receipts


The Bureau of Internal Revenue (BIR) has delayed the full implementation of new receipts until end-August following complaints from businessmen. 
 
“Ang dinelay ko lang yung mga para sa hindi nakapag-paprint ng bagong resibo. Ngayon hanggang August 31 pwede silang mag-print at pwede nilang magamit yung lumang resibo,” BIR Commissioner Kim Jacinto-Henares told GMA News Online in a telephone interview Wednesday. 
 
Revenue Regulations (RR) No. 18-2012, which streamlines printing of receipts to curb tax evasion, was released last year and published on January 3, 2013. 
 
According to RR 18-2012, all business operations should have applied for a new authority to print  receipts or ATP with the BIR not later than April 30 and should issue and use the new set of receipts starting July 1.
 
Businesses were also required to transact only with a new list of BIR-accredited printing companies. BIR employees and their relatives are disqualified from offering printing services.
 
Henares said the regulation will now be fully implemented by end-August. “Yung mga nakapag-pa-print na ng bagong resibo, they have to use it already. Pero those who weren't able to... have until August 31, so ngayon August na yung full-implementation. 'Yun lang,” she explained. 
 
The Revenue chief, however, maintained that businesses that did not file an ATP last April were still facing penalties. “I did not move the deadline para mag-file ng application nung April 30. So, yung mga hindi nakapag-file may penalty pa rin,” Henares said. 
 
The penalty is P1,000, but businesses that will not issue new receipts starting August 31—originally July 1—face fines of up to P50,000.
 
Business groups including the Philippine Chamber of Commerce and Industry were concerned about RR 18-2012, saying they did not have enough time to comply with the new rule. — VS, GMA News
