DOTC to bid out P4.8-billion airport project in Panglao, Bohol
The Department of Transportation and Communications is bidding out a P4.8-billion project to build a new airport in Panglao, Bohol that will replace the one in Tagbilaran.
The DOTC said the project will have six components and will be funded through a loan from the Japan International Cooperation Agency (JICA).
The components are:
- General requirements, including insurances, employer’s and engineer’s facilities, environment management, project and maintenance equipment
- Construction of access road, rnway strip, taxiways, and other airport infrastructure
- Utility works, including water and power supply and sewage treatment
- Passenger terminal building, control tower, fire station, driver's lounge, car park toilets, guard house
- Air navigation facilities
- Aeronautical ground lighting works
Bidding is restricted to Japanese nationals as prime contractor although other nationalities may bid as subcontractors.
Joint ventures may participate but the prime contractor should still be Japanese and should contribute more than 50 percent of the contract amount, the DOTC said.

Bidding will be through a single-stage two-envelope procedure with no prequalification in accordance with the applicable guidelines for procurement under Japanese Official Development Assistance loans.
To qualify, a bidder should submit its audited balance sheets or financial statements showing positive net worth in the last five years.
A bidder should also have a minimum average annual construction turnover of 8 billion yen and its joint venture partners should have been a subcontractor or a management contractor for at least 10 years.
The DOTC said a pre-bid conference is scheduled on January 6 while the submission and opening of bids is scheduled on March 3. — JDS, GMA News
