Valenzuela showcases temporary business permits ready in 10 seconds


To reduce red-tape, Valenzuela City on Wednesday launched an online integrated permit application system which will provide a single platform for the application of permits and document requests.

According to a statement, the highlight of 3S Plus Valenzuela City Online Services is the "Paspas permit." It decreased the issuance of provisionary business permits to 10 seconds from 15 to 30 minutes.

The permit "will accelerate Valenzuela’s adoption of digital technology to streamline services for more than 18,000 businesses in the city."

“At this point, the adoption of digital technology has become essential to fostering
growth,” Valenzuela Mayor Rex Gatchalian said.

"This platform is a one-stop shop for permits and documents needed by residents, investors, and entrepreneurs who want to do business in our city,” he later added.

Permit applicants can apply for the following documents and services using the platform:

  • Renewal or Application of New Business Permits
  • Building and Construction Permit application
  • Real Property Tax (RPT) payments
  • Requests for Certified True Copy of Tax Declaration, Tax Mapping Certificate, Certificate of Non-Improvement and Appraisal of Real Property
  • Requests for Certified True Copy of Birth, Death, and Marriage Certificate, and Court Decision

According to the statement, actual permits and documents can be delivered within three to five working days, while payments can be processed through Visa, Mastercard, debit cards, Bancnet, and PayMaya.

Provisionary Building and Construction permits can also be obtained within 10 seconds upon confirmation of payment.

Though construction may begin once the provisionary permit was sent to the applicant's email, they must submit the original documents to the Office of the Building Official within 15 days as failure to do so will revoke the provisionary permit.

Documents submitted are reviewed real time between 8 a.m. to 5 p.m. on Mondays to Fridays.
