Motorists must pay P1,800 to have 4,500-kg vehicle inspected


Motorists will have to pay P1,800 to have vehicles that weigh 4,500 kilograms inspected at a private inspection center as requisite for registration once a Land Transportation Office (LTO) memo is in place.

Currently, the LTO does not charge a motor vehicle inspection fee.

LTO Memorandum Circular (MC) 2018-2158, dated November 28, 2018, the agency laid out the guidelines authorizing private motor vehicle inspection centers (PMVICs).

The MC was signed by LTO chief and Transportation Assistant Secretary Edgar Galvante.

Section 17 of the MC states that for every motor vehicle inspected at a PMVIC, a fee shall be collected—P1,800 for vehicles with a gross vehicle weight (GVW) of 4,500 kgs or lower.

Motorcycle and tricycle owners will have to pay inspection fee of P600.00.

If a vehicle fails the inspection phase, the PMVIC will charge a “re-inspection fee” of P900 for vehicles with a GVW of 4,500 kgs.

“Re-Inspection fee is collected when a motor vehicle fails the first inspection. Re-Inspection of the vehicle shall cover the stage where it previously failed,” the MC read.

A re-inspection fee of P300.00 will be charged on motorcycles and tricycles.

The government is privatizing motor vehicle inspection through PMVICs. The LTO is eyeing 138 PMVICs nationwide, with a total of 276 lanes for light vehicles and 276 lanes for motorcycles.

DOTr Assistant Secretary and Spokesperson Goddes Libiran, said the privatization is scheduled in August.

“Our target implementation date is August 2019,” she said, quoting LTO Executive Director Romeo Vera Cruz.

According to LTO data, a total of 6,241,627 motor vehicles were registered in the first half of 2018, of which 1,514,787 were registered in the National Capital Region.

In the same memo, the LTO said those interested in operating a PMVIC will have to submit a bank certificate of deposit of at least P10,000,000 as well as an application fee of P50,000.

The government will also collect an annual fee of P30,000 payable within 10 days before the end of the fiscal year.

The LTO is still accepting applications for prospective PMVICs, with the deadline set on February 28, 2019, Libiran said.

The LTO was authorized by Department Order 2018-019, signed by Transportation Secretary Arthur Tugade, which mandated the privatization of the motor vehicle inspection system. —VDS, GMA News
